Hanna Gwinn Took Office January 23rd, 2016 Like us on Lucas County is located in South Central Iowa, our county population is about 8,534; the County Seat of Chariton is located about 50 miles southeast of Des Moines, Iowa. Chariton is the home of the Hy-Vee Food Stores and their main warehouse is still located in Chariton. Chariton also is home to Johnson Machines Works, a family owned business that has been in our community since 1904. Lucas County has several beautiful parks with bike, hiking, and equestrian trails along with camping sites.

Our Office is Open! Driver's License is by appointment, only. Masks are required in the Courthouse. If your noncommercial Iowa driver’s license expired or will expire between January 16, 2020 and January 8, 2021, it can still be used for driving purposes in accordance with the Governor Reynolds’ disaster emergency proclamation. However, beginning January 9, 2021, all noncommercial Iowa driver’s licenses will be subject to the expiration date printed on the license. All Iowa driver’s licenses have a 60-day grace period following the printed expiration date that allows it to be used for driving purposes.

Effective February 1, 2020 the Lucas County Treasurer’s Office will require customers to provide a bill of sale for ALL title transfers. Iowa Code Section 321.13 already allows county treasurers to request a bill of sale, and many counties already follow this section. Lucas County will join other counties and require a bill of sale beginning February 1, 2020.
The bill of sale should include the seller’s name, buyer’s name, make of vehicle, year of vehicle, Vehicle Identification Number (VIN), date of sale, purchase price and signature of both the buyer and seller. This information can be hand written on a piece of paper or you can contact our office and we can get you one. See the link below for a generic bill of sale.
The Iowa State County Treasurer’s Association (ISCTA) along with the Iowa Department of Revenue (IDR) are trying to validate vehicle purchase prices, which have a direct impact on the State’s Road Use Tax Fund. The IDR is making the bill of sale a best practice for all Iowa counties in 2020, this will make all Iowa counties more consistent. The ISCTA Executive Board and county treasurers are trying to be proactive and require the bill of sale prior to it being mandated by the IDR.

When paying property taxes by parcel number please enter the 10 digit parcel number which appears in the bottom right corner of either payment stub. A $30.00 returned check fee will be assessed on any payments returned due to insufficient funds. Office Hours: All Driver's License is by appointment only.
We accept Credit and Debit Cards as a form of payment for Vehicle and Property Tax transactions in our office. Service fees apply. Debit Card...... $2.00 Credit Card...... 2.25%
