Bill of Sale Required for Transferring Vehicle Titles! Effective January 1, 2020, the Van Buren County Treasurer’s Office will require customers to provide a signed and dated bill of sale when transferring titles for all motor vehicles, campers and trailers between private parties. A bill of sale or purchase agreement is already required for vehicles purchased from a dealership. The Iowa State County Treasurer’s Association (ISCTA) in conjunction with the Iowa Department of Revenue (IDOR) aim to substantiate vehicle purchase prices, which have a direct impact on the fees that are remitted to the State’s Road Use Tax Fund. Many counties already require a bill of sale between private parties and are allowed to do so pursuant to section 321.13 of the Iowa Code. Van Buren County will join other counties and require a bill of sale effective January 1, 2020. The Bill of Sale shall include the seller’s name, make of the vehicle, Vehicle Identification Number (VIN), buyer’s name, date of sale, purchase price and signature of seller.
What is a REAL ID? Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses.” The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards. States have made considerable progress in meeting this key recommendation of the 9/11 Commission and every state has a more secure driver's license today than before the passage of the Act.
