Lisa Wagner Treasurer since July 1st, 2020 Carroll County ranks 31st largest in the state with a population of 20,320. In addition to collecting property taxes for over 23,000 parcels within the county, our office is also responsible for the issuance of drivers licenses, vehicle titles, and registrations, as well as the collection of all vehicle fees for the residents of Carroll County. With the Department of Transportation announcing the closing of the issuance station in Carroll on September 1, 2016, the staff of the Carroll County Treasurer's Office immediately began training to provide the county with this service. Full-time issuance of Iowa drivers licenses and state IDs began in our office on May 1, 2017. We are currently conducting car drives and motorcycle drives.. COVID-19 Effective at noon on March 17, all Carroll County offices were closed to the public and will remain closed until further notice. Although the staff of the Carroll County Treasurer’s Office will continue to work, we are not conducting in-person transactions in our office. At this time, all business with the treasurer’s office will be conducted through the mail (Carroll County Treasurer, PO Box 68, Carroll, Iowa 51401), online at https://www.iowatreasurers.org, or by using the county drop box at the bottom of the steps on the north side of the courthouse. Property Taxes Property taxes may be paid online, by mail, or by using the courthouse drop box. Please include your phone number with your payment in case we need to contact you. If you would like a receipt, you will need to include a self-addressed, stamped envelope with your payment. All tax deadlines remain in effect. Taxes are due March 31 and delinquent on April 1. However, due to the proclamation issued by Governor Reynolds, penalty will be waived on March tax payments made on or before June 25. Payments postmarked after June 25, paid online after June 25, or dropped in the drop box after June 25 will be subject to penalty. Drivers License If you have a drivers license that has an expiration date of January 17, 2020 or later, you do not have to renew your license at this time. It will remain valid for driving purposes until the declared disaster has ended. If you must go to an Iowa DOT-operated service center, you must have an appointment. Please go to https://iowadot.gov/mvd/driverslicense for more information. Vehicle Titles, Registration and License Plates Vehicle registrations that expired January 17, 2020 or later will be considered valid until the declared disaster has ended. Vehicle registrations may be paid online, by mail, or by using the courthouse drop box. Please include your phone number with your payment in case we need to contact you. If you are purchasing or transferring a vehicle you will not be required to obtain a title and registration within 30 days. This will remain in effect until the declared disaster is over. If you purchase a vehicle from a dealer you will not be required to obtain license plates within 45 days. This will remain in effect until the declared disaster is over. Lisa Wagner, 2018 Property Taxes:Tax bills for 2018 taxes were mailed on August 9, 2019. The 2018 taxes are based on January 1, 2018 valuations and cover the period of July 1, 2018 through June 30, 2019. The first half installment will be payable September 2019 (delinquent on October 1, 2019). The second half installment will be payable March 2020 (delinquent April 1, 2020). 2019 Tax Sale Results:The 2019 Carroll County Tax Sale was held online on Monday, June 17, 2019. Registration information for the 2019 tax sale may be found in Carroll County's Terms & Conditions packet.
Pay Online:Discover, Mastercard, Visa and e-Check are accepted for Internet Transactions. When paying property taxes by parcel number please enter the 10-digit parcel number which appears in the bottom right corner of either payment stub. A $30 returned payment fee will be assessed on dishonored payments. Online payments are accepted for past due taxes. Tax sale redemptions can not be made online. Vehicle renewals may be made online if you have a PIN number from a renewal notice mailed to you through the US Postal Service. If you are required to show proof of SR 22 Insurance or have outstanding debts to the State of Iowa, you will not be eligible to renew online. Half-year license, apportioned vehicles, and firefighter plates are not eligible for online renewal at this time. A $30 returned payment fee will be assessed on dishonored payments. Contact our office if you have any questions. In Office Payments:Cash, checks, debit cards, and credit cards (MasterCard, Visa, Discovery) are acceptable forms of payment in our office. There is a convenience fee charged for using credit cards and debit cards. Please contact the Carroll County Treasurer's Office, 712-792-1200, for information regarding these applicable fees. For your convenience we have a payment drop box located at the bottom of the steps on the north side of the courthouse. Cash payments are NOT accepted in the drop box. Office Hours:Motor Vehicle: Monday-Friday, 8:00 a.m. - 4:30 p.m. Car drives by appointment only. You must show proof of current vehicle registration and current insurance. Vehicles must be free of debris, in good operating condition, and meet Iowa road-worthiness standards, including no cracked windshield. Motorcycle drives are offered on Fridays at 9:00 AM, weather permitting. You must call ahead to register for a motorcycle drive and to submit your name, phone number, and motorcycle size. Drivers are required to wear a helmet, long pants, and shoes that completely cover the feet. Proof of insurance is required for all bikes used. CDL drives will be offered in the near future. All written tests must be passed before you will be scheduled for any type of a drive exam.
